What is REACH?
On June 1st, 2007, the European REACH Regulation (EC1907/2006) came into force in the European Union. To sum up, the goal of REACH is to improve the protection of human health and the environment.
REACH regulation compliance requires all companies manufacturing or importing chemical substances in the EU to register these substances with the European Chemicals Agency (ECHA).
Only companies that have a legal presence within the European Union (EU) can be REACH Only Representatives. Also, only European companies can submit REACH registrations dossiers to ECHA. Non-EU companies must appoint a representative to be the REACH Only Representative.
If the following apply to you, then you will probably need a REACH Only Representative to start (or continue to) importing your products into Europe:
You are a cosmetics manufacturer or distributor

You are a plastics and/or silicone manufacturer or distributor
Usually silicone and plastics have chemicals substances. For this reason, a representative must register the substances with the European Chemicals Agency (ECHA).
You are a general chemical substance manufacturer or distributor
